A flanged pipe complete with shut off valve is remotely and temporarily secured to the oil tank by suction cups. A broach cutter is used to penetrate the hull and a centre sleeve is swaged to the flanged pipe creating a seal and making the connection. The swaging wedge is retracted. The valve can be closed to prevent flow, or opened to allow pumping and/or heating to begin.
